ちょうど今、試行錯誤して解決しましたww
ページ外アンカーリンクは
<.a href="<?php echo $path; ?>/blog#blog_page">
これでいけます。
ちなみにページ内アンカーリンクは
<.a href="#blog_page">
で表現できます。
